Läuft hier zwar als 1.3b? unter NT, aber wenn nur tips gefragt sind ;-) 
Soweit ich mich erinnere mußte ich auch eine Weile probieren...

Da steht bei mir nur:

ScriptAlias /cgi-bin/ /Apache/cgi-bin/
Action application/x-httpd-php3 /cgi-bin/php.exe

.. steht folgendes (ohne Punkt)
application/x-httpd-php3        php3
 
> Die php.ini ist in c:\php3, in der autoexec.bat steht
> SET PHPRC=\php3\php3.ini

Die steht bei mir im c:\winnt und die php.exe liegt übrigens im cgi-bin
des Servers.

wieso PHP3 starten? Überlaß das mal dem Apache ;-)
