Datensatz anlegen, wenn nicht vorhanden

Things that must be done in the real near future

         Come up with a nice syntax for a statement that will
         UPDATE the row if it exists and INSERT a new row if the
         row didn't exist. (Like REPLACE works with INSERT /
         DELETE)
