[pear] PEPr update

Hi all!

I updated PEPr regarding some comments from this list. Following 
improvments have been made:

- Added "RFC" to the categories dropdown.
- Enlarge comment field.
- A license field has been added.

Further updates will follow (hopefully) next week.
