Dein Provider erlaubt es u.U. nicht, in einer .htaccess mit 
php_value/php_flag Werte zu überschreiben.

Funktionieren kann das nur, wenn PHP als Apachemodul läuft und
AllowOverride in der httpd.con/vhost.conf entprechend konfiguriert ist.
