[php] config-Werte aus .htaccess-Dateien auslesen

get_ini gibts zumindest im manual nicht.

> b. $val = get_cfg_var('base_path');

Aus dem Manual:

...
 It will not return configuration information set when the PHP was compiled, 
or read from an Apache configuration file (using the 
php3_configuration_option directives). 
...

Daraus schliesse ich mal dass .htaccess auch nicht geht, da das ja auch mit 
Apache zusammenhängt
