name in <select> should be "bezirkmul[]", attention to the brackets !

=> <select name="bezirkmul[]" multiple>.....

btw, there is no attribute 'multiple="multiple"' in html for selects
you should change it to "multiple"...

(ausserdem is das ne deutsch-sprachige list, herr hansen ;)
