Es kommt darauf an, wo du php installiert hast. Auf meinem
NT-rechner ist es unter c:\apache\cgi-bin\

Die drei zeilen in der srm.conf sehen so aus:

AddType application/x-httpd-php3 .php3
ScriptAlias /cgi-bin/ "C:/Apache/cgi-bin/"
Action application/x-httpd-php3 /cgi-bin/php.exe

Das funzt.
