install question

I have a problem with the installation of mysql.

I have downloaded the binary and put it in /usr/local/...
and made a symlink to /usr/local/mysql

Then, I want to make
perl Makefile.PL

but there is NO directory /perl  (just my /usr/local/bin/perl)
and NO makefile!!!

HOW do I have to proceed?

I have Linux 2.0.36 and Apache 1.1.14 or so.. don`t remember.

I have of course perl 5.004 and stuff all on my server.

So, what is the correct way to proceed?
