Nun hab ich auch mal die Archive durchforstet. Da ist ein Artikel von

For the benefit of anyone else with a PHP/MySQL/win95 setup who gets 
"Can't create IP socket (10036)" when calling MYSQL_CONNECT (I know 
there are at least two of us!):

1. 10036 is a winsock error number which has something to do with socket 
blocking.
2. Chances are you are are getting the error because you have an old 
version of winsock.
3. Get down to microsoft.com and download the latest winsock update.
4. End of problem.

This is probably quite rare as it will only affect folks with an old 
win95 build or who manage to install something with an old version of 
the winsock dll.
